Assistant Commissioner, Administrative Services
Joe Carr is assistant commissioner for administrative services with responsibility for the following department divisions:
· Consolidated Fee Section
· Financial Responsibility & Process Improvement
· Grants & Contracts Administration
· Property & Procurement
· Space Management & Digitization
Joe brings his significant organizational leadership and operations experience in both the private and public sector to the department. He successfully built and sold two businesses, and he most recently served as chief operating officer for Superior Walls, a concrete construction company, where he was accountable for the safety and management of more than 50 employees.
Elected to the Tennessee General Assembly in 2008, Joe served for six years as the state representative for District 48 in Rutherford County. He was a member of several House Committees where he engaged in a range of interactions with state departments which helps inform his understanding of how agencies like TDEC serve the citizens of Tennessee. Joe has also been involved in a variety of charitable and voluntary organizations in his community, including the Murfreesboro Lions Club and the Rutherford County Chamber of Commerce. Joe earned his undergraduate degree from Middle Tennessee State University.
