CDBG COVID-19 FAQs

Q1:     Can we conduct Pre-Construction Conferences (PCC) over the phone or via teleconference?

A1:     Yes. You should still submit the Notice of PCC to ECD with the date, time, and information to participate on the call or teleconference.

 

Q2:     Can we conduct employee interviews over the phone for construction projects?

A2:     Yes. Make sure you ask them all the questions on the interview form, and note the employees were interviewed over the phone.

 

Q3:     Will monitoring visits still be conducted in person, or by some other method?

A3:    At this time, in-person monitoring visits have been suspended/postponed. A determination will be made by April 17th with how we will proceed with monitoring. This does not exempt any CDBG projects from being monitored. If monitoring of a project must absoutely take place before April 17th, contact your project representive.

 

Q4:     Can we conduct public meetings virtually?

A4:    Yes. Public meetings may be conducting virutally using a video streaming service. If conducting a virtual meeting the video streaming service must provide closed caption functionality and allow for a method to collect and respond to comments and questions from the public. A link to website where the public meeting will be shown must be placed prominently on the grantee's website. Lastly, the newspaper advertisement must still run the required number days prior to the meeting and web address to the grantee's website or the web address where public meeting will be streamed must be included. 

 

Q5:    Can we conduct formal bid openings virtually?

A5:    Yes. Similar to public meetings,  the video streaming service must provide closed caption functionality and allow for a method to collect and respond to comments and questions from the public. A link to website where the bid opening will be shown must be placed prominently on the grantee's website. Lastly, the newspaper advertisement must still run the required number days prior to the bid opening and web address to the grantee's website or the web address where public meeting will be streamed must be included. 

 

Q6:    Will ECD still conduct site visits for directy beneficiary (water line extension, sewer line extension, and housing rehabilitation) applications submitted for the 2020 application round?

A6:    Currently travel for site visit is suspended. Site visits are still anticipated to be conducted before application awards are announced.
