The SPR Work Program outlines proposed transportation planning activities and transportation research, development and technology transfer activities that reflect the goals and policies of TDOT’s 25 Year Transportation Policy Plan. The Administration Office develops and manages the SPR Work Program and prepares amendments and expenditures reports on a quarterly basis, and also prepares an annual report on the activities accomplished in the SPR Work Program.

Every two years, TDOT prepares the Statewide Planning and Research (SPR) Work Program to document the accomplishments of the previous two years and outline proposed activities for the upcoming two years. This document is approved by Federal Highway Administration (FHWA).

The Work Program is divided into two parts. Part 1 includes the transportation planning activities. Part 2 includes the transportation research, development and technology transfer activities, which are administered by TDOT throughout the year.

Part 1 of the Work Program (Planning) is divided into several task areas. These tasks outline all staff work and special projects, which support the advancement of each individual program task. Part 1 also outlines and includes the budget and activities of the planning actions proposed by TDOT. The divisions’ budgets are largely funded with federal SPR funds and the associated 20 percent state match.

Part 2 of the Work Program (Research) complies with federal regulations requiring that a state DOT expend no less than 25 percent of its annual SPR funds on Research, Development, and Technology Transfer activities related to highway, public transportation, and inter-modal transportation systems in accordance with the provisions of 23 U.S.C. 505(b).
