TEIS System of Payment
Part C of the Individual’s with Disabilities Education Act (IDEA) requires that some services, including evaluation and assessment, development of the Individualized Family Service Plan (IFSP), and service coordination, are provided at no charge to families.
All additional early intervention services are subject to a state’s system of payment. At this time Tennessee has not instituted family fee charges associated with part C supports and services. Tennessee has a system of payment process in place to ensure that supports and services are provided in a way that will not create a financial hardship for families. Tennessee’s System of Payment policy utilizes other primary payor sources without instituting family fees and involves the use of private insurance, Medicaid, and other government benefits to pay for part C supports and services.
As families enter the part C system, they should be provided clear information about Tennessee’s System of Payments policy and procedures that apply for their family’s situation. Please be advised that all eligible families will be responsible for following all requirements in accordance with the TEIS System of Payment policy.
Families that do not abide by the TEIS System of Payment policy may be responsible for the payment of their services out of pocket.
Parents must notify their service coordinator and service provider of insurance changes. If failure to do so leads to denial of payment by insurance carrier, the provider will be allowed to bill the family for the service, as TEIS will not serve as a payor in these instances.
Any services not rendered as a result of a family-directed service disruption will not be subject to compensatory services. That is, if a family chooses not to receive services for any period of time (i.e. illness, vacation, or not at home), the sessions missed are not allowed to be made up in future weeks.
