    Abstract:
      Dynamap(R)/Transportation County Boundary file with a shoreline buffer is a non-generalized polygon layer that represents all U.S. government-defined entities named County. A County is a type of governmental unit that is the primary legal subdivision of every U.S. state. In Louisiana, the County-equivalent entity is 'parish.' In Alaska, the statistically equivalent entities are the organized 'boroughs,' 'city and boroughs,' 'municipalities' and 'census areas.' In four states (Maryland, Missouri, Nevada and Virginia), there are one or more incorporated places that function as County equivalents. These are known as 'independent cities.' In Puerto Rico, the County equivalent is a municipio.
      This file is defined with a 'shoreline buffer' that extends out from the shoreline to the political limits of the census entity. The political limit is usually 12 miles or less from the shoreline into the abutting water feature. The cartographical representation of a shoreline buffer is visibly apparent for census areas that border the Atlantic Ocean, The Gulf of Mexico, The Pacific Ocean and The Great Lakes.
    Purpose: The purpose of this layer is to provide to users who need them accurate cartographic representations of County boundaries to overlay with other Tele Atlas(R) layers or products, and to see the political extents of county boundaries.

    Maintenance_and_Update_Frequency: In general, census boundaries are updated every 10 years after the release of U.S. Census Bureau TIGER/Line(R) files containing the new boundaries resulting from the latest decennial census. County additions and deletions that are received from the U.S. Census Bureau (TIGER/Line(R) files) prior to July of each year are included in the next January product release. Example: A county change received from the Census Bureau in June 1999 would appear in this product's January 2000 release. County changes received from the U.S. Census Bureau (TIGER/Line(R) files) after July of each year are incorporated into the following year's January product release. Example: A county change received from the Census Bureau in August 1999 would appear in this product's January 2001 release. County boundary annexations or adjustments are not captured. County boundaries are current to 2002 TIGER/Line(R) files. On-going realignment work on the Tele Atlas(R) database may result in improved horizontal accuracy of county boundaries in some areas.

  Attribute_Accuracy:
    Attribute_Accuracy_Report: The name attribute is based on Census 2002 TIGER/Line(R) file definitions. The key attribute is taken from the Federal Information Processing Standards Publications. The name attribute is checked for proper case. More than 500 algorithmic QC checks are applied against the database to ensure that changes to geography and attribution conform to the Tele Atlas(R) internal Database Feature Modeling Specifications.
  Logical_Consistency_Report: All segment strings that form the county boundaries must have closure to form polygons. Multiple polygons with the same census coding are allowed only if they were represented as multipolygons in TIGER(R) data.
  Completeness_Report: After processing, the dataset is checked for drawing display, correct number of records, file sizes and then compared with the contents of the Tele Atlas(R) database at the time of creation. This layer also is checked against the FIPS55 roster to verify that no entity was deleted during processing.

      Horizontal_Positional_Accuracy_Report: County boundaries allow for six implied decimal places of precision. Baseline horizontal accuracy is consistent with 2002 TIGER/Line(R) files.
