Community Supportive Housing (CSH)
The Community Supportive Housing program provides flexible funding to agencies to provide supported housing for adults who are diagnosed with mental illness and co-occurring disorders. As part of the support services provided, staff is hired by contract agencies to provide on-site supervision for the residents and as-needed supervision to non-supervised group homes and apartments. Staff members also coordinate outside activities for the residents and work one-on-one to develop a housing plan that identifies the consumer’s ideal housing goal and the steps needed to achieve more independent living. Depending on facility needs, these funds can also cover other program expenses such as utilities, food, transportation, etc.

Community Targeted Transitional Support (CTTS)
The Community Targeted Transitional Support program provides specific, temporary financial assistance that allows consumers to live independently in the community by providing funding for rental deposits, rental assistance, utility deposits, utility payments, eye care, and dental care. Eligible individual are those receiving treatment for a mental illness or co-occurring substance abuse disorder whose household income is below the Federal Poverty Level and can show this is a temporary or one-time need. Payments are not made to service recipients, but rather directly to the vendor, such as the landlord or utility company.

Inpatient Targeted Transitional Support (ITTS)
The Inpatient Targeted Transitional program assists persons awaiting discharge from Regional Mental Health Institutes by providing them temporary financial assistance up to 6 months for items such as rental and utility deposits, transportation, medication co-pay, etc. until their SSI or other income and benefits can be restored, thereby enabling them to move into community settings when they are clinically ready. These are people who otherwise would need to stay in the Regional Mental Health Centers because they do not have the resources necessary to begin their life outside the institute. Payments are not made to the individuals, but rather directly to the vendors, such as the landlord or utility company. TDMHSAS contracts with community agencies in each service area which then work with the Regional Mental Health Institues to identify individuals eligible for the program.

Intensive Long-Term Support (ITS)
The Intensive Long-Term Support program provides intensive long-term, wrap-around support services that are community-based and long-term recovery oriented. Onsite services include psychiatric, nursing, case management and treatment services, as well as living skill development and community activity participation. These facilities are designed to allow earlier discharge of service recipients from Moccasin Bend Mental Health Institute and other Regional Mental Health Institutes. These programs maintain the service recipients in the community in supportive living facilities and provide services which supplement existing services funded by various departments of the state (case management, outpatient psychiatric services, mobile crisis services, peer support centers, etc.) that are not been sufficient to meet the specialized needs of this population. Housing support, on-site psychiatric services, case management, day program and other needed services are provided.

Recovery Within Reach
is a web resource for individuals on the path to recovery from mental health, substance use and co-occurring disorders. It offers resources, research, art, personal stories, links, and help for the friends and family members of someone who has a mental illness or substance use disorder.

Supportive Living
Licensed Supportive Living facilities in 11 counties are eligible to apply for $2.00/day support per eligible individual for up to 30% of eligible residents at each facility. The purpose is to help maintain the financial viability and therefore availability of these housing opportunities for people with a history of mental illness or co-occurring disorders that, in most cases, do not receive support from other sources except resident rent. Because facility and individual resident eligibility changes month to month, funding is distributed through a Departmental Purchase Authority rather than contracts with individual agencies. This program is mandated by TCA 12-4-330 and receives an annual designated Legislative appropriation.

Without this funding, the quality of life for residents of these facilities would be reduced; in some cases, this might cause the facility to close.In those cases, some residents can be expected to become homeless, become involved with the criminal justice system, or require inpatient psychiatric hospitalization at much greater public cost.
