Stay Active and Independent for Life (SAIL) is an evidence-based strength, balance and fitness program for adults 65 and older. Performing exercises that improve strength, balance and fitness are the single most important activity that adults can do to stay active and reduce their chance of falling.
The entire curriculum of activities in the SAIL program can help improve strength and balance if done regularly. SAIL classes are offered 2-3 times a week as a one-hour class, and the exercises can be done standing or sitting.

The SAIL program was developed as a result of the Senior Fall Prevention Study funded by the Centers for Disease Control and coordinated by Washington State Department of Health and NorthWest Orthopedic Institute. The result of the study showed that seniors who attended SAIL exercise classes at least 2-3 times per week for one year decreased their falls by 26%.
In Tennessee, the Knox County Health Department started the SAIL program in 2013; the program has since expanded to many counties in East Tennessee. On July 1, 2018, the Tennessee Commission on Aging and Disability received a falls prevention grant from the Administration for Community Living (ACL) to increase SAIL classes across the state, focusing on implementation in rural counties that do not have existing evidence-based programs.
Become a SAIL Leader
In order to expand the SAIL program, we are looking for volunteer leaders to teach the SAIL program in their area. Training to become a SAIL Leader is free and materials to start the class will be provided once a SAIL site is established. We strongly encourage all volunteer leaders to be trained in teams of two. To qualify to be a SAIL Leader you must:
- Hold a current fitness certification or equivalent degree (check here for approved list)
- Must be CPR certified (Hands-on component required)
- Be willing to teach 2-3 SAIL classes a week
