Tennessee Regulatory Authority at a Glance
Established in 1996, the Tennessee Regulatory Authority (TRA) was created to meet the challenge of the changing telecommunications and utility environment. The TRA is charged with the responsibility of setting the rates and service standards of privately owned telephone, natural gas, electric, and water utilities.
The TRA's leadership is established by the Governor and the two highest ranking members of the Tennessee General Assembly - the Lt. Governor and Speaker of the House. The Directors of the TRA include: Chairman Sara Kyle, who is the appointee of House Speaker Emeritus Jimmy Naifeh; Director Eddie Roberson, who is the appointee of Governor Phil Bredesen; Dr. Kenneth C. Hill, who is the appointee of Lt. Governor Ron Ramsey; and Director Mary W. Freeman, who is the joint appointee of the Governor, Lt. Governor, and House Speaker.
Organizationally, the TRA consists of four Directors' offices and six corresponding divisions. The six divisions include Consumer Services, managed by Lisa Cooper; Economic Analysis and Policy, managed by Jerry Kettles; Gas Pipeline Safety managed by Larry Borum; Information Technology, managed by Tracy Stinson; Legal, managed by Richard Collier; and Utilities, managed by Darlene Standley.
The staff of the TRA is made up of various professional disciplines, including accountants, administrators, attorneys, consumer specialists, economists, engineers, information technology and computer specialists, policy advisors, and office support personnel.
Location Of The Tennessee Regulatory Authority
The Tennessee Regulatory Authority is located in downtown Nashville, Tennessee at 460 James Robertson Parkway, one half mile from the three major interstate systems: I-24, I-40, and I-65. The building's facade is green marble, and it is situated next door to the studios of News Channel 5 and across from the Municipal Auditorium. The building number is 460.

The main entrance to the building is from James Robertson Parkway. Please see the receptionist or guard to sign in and obtain a visitor's pass. The hearing room is on the ground floor and to the left as you exit the elevator.
The TRA meets ADA specifications. Special needs parking is available in the front and rear of the building.
