EHs eligible for the Medicare EHR Incentive Program may be subject to payment adjustments beginning on October 1, 2014 if they are not meaningful users. This Payment Adjustments and Hardships Exceptions Tipsheet is a great resource for hospitals evaluating their meaningful use timelines and determining if they meet hardship criteria. EHs who were meaningful users prior to federal fiscal year (FFY) 2013 must demonstrate Stage 1 MU for the full year of FFY2013 to avoid FFY2015 payment adjustments. EHs who pursue meaningful use beginning in FFY2013 must demonstrate Stage 1 MU for 90 days in FFY2013 to avoid FFY2015 payment adjustments. EHs who do not pursue meaningful use until FFY2014 must attest to Stage 2 MU for 90 days no later than July 1, 2014 to avoid FFY2015 payment adjustments. Critical Access Hospitals (CAHs), though, must demonstrate meaningful use for the year of a potential reimbursement adjustment, and first-time meaningful users can begin meaningful use with a 90 day Stage 1 MU reporting period in 2015 to avoid a 2015 reimbursement reduction. Once a meaningful user, an EH or CAH must continue to demonstrate meaningful use in subsequent years, progressing through the appropriate stages, to avoid payment adjustments.
