Stakeholder Comments Concerning HB 0204

The Tennessee General Assembly directed the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) to conduct a comprehensive study of the stability of the 911 Emergency Communications Fund in Tennessee and report back to the House State and Local Government Committee in 2010.  The study is a result of HB 0204, sponsored by State Representative Judd Matheny, which would

  • Increase the monthly cell phone service charge from $1 to $1.50;
  • Reallocate the distribution of this service charge from the Tennessee Emergency Communications Board (TECB) to local Emergency Communications Districts (ECDs) from 25 percent to 65 percent; and
  • Distribute an additional five percent of the revenue generated to the 50 lowest populated ECDs. 

TACIR solicited feedback from the primary stakeholders in this issue concerning HB 0204 specifically and Tennessee’s 911 emergency communications funding in general. TACIR will continue to accept comments through January 31, 2010.
