The correct answer is (4).

T.C.A. § 3-6-302(a)(1) requires a lobbyist to register with the Commission 7 days after becoming a lobbyist.  T.C.A. § 3-6-302(a)(2) requires the employer of a lobbyist to register with the Commission 7 days after becoming an employer of a lobbyist.  T.C.A. § 3-6-302(a)(3) requires a lobbyist to provide the Commission with a photographic portrait within 30 days of registering, though a lobbyist is not required to provide the Commission with more than one portrait a year.  T.C.A. § 2-6-302(e) requires a lobbyist to pay a registration fee to the Commission within 30 days of registering.

In Advisory Opinion 06-01 the Commission concluded that a lobbyist is required to register within seven (7) days after entering into an agreement or arrangement with an employer to provide lobbying services rather than seven days after the lobbyist engages in actual lobbying.
