AN ACT Relative to a pilot project to investigate and record animal abuse complaints.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:

SECTION 1. There is hereby created a pilot project to investigate and record in a comprehensive manner animal abuse complaints in Davidson County. A person trained in investigative techniques shall be appointed to look into all reports of animal abuse in Davidson County and to maintain accurate records of all confirmed cases of animal abuse. Such records shall contain the number of complaints filed, actions taken in response to such complaints, and efforts made to reduce incidents of animal abuse.

SECTION 2. For administrative purposes only the person appointed to investigate animal abuse pursuant to this act shall be attached to the Domestic Violence Section of the Department of Police.

SECTION 3. The person appointed to investigate animal abuse pursuant to this act shall report quarterly to the Davidson County Delegation of the General Assembly. Such reports shall include information on the effectiveness of this act to coordinate and to focus efforts to reduce or eliminate animal abuse in Davidson County.

SECTION 4. The pilot program created by this act shall cease to exist July 1, 1999.

SECTION 5. This act shall have no effect unless it is approved by a two-thirds (2/3) vote of the legislative body of Davidson County. Its approval or nonapproval shall be proclaimed by the presiding officer of the legislative body and certified to the Secretary of State.

SECTION 6. For the purpose of approving or rejecting the provisions of this act, it shall be effective upon becoming a law, the public welfare requiring it. For all other purposes, it shall become effective as provided in Section 5.
