AN ACT to amend Tennessee Code Annotated, Title 49, relative to programs for the cognitive development of children.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
SECTION 1. (a) The Department of Education shall expand the pilot program for the cognitive development of children based on the "Touching the Lives of Children" program. The Department of Education shall continue the original six (6) pilot programs in accordance with the provisions of Chapter 348 of the Public Acts of 1997. The Department of Education shall initiate another pilot program by making direct grants of eight thousand dollars ($8,000) each to counties selected to establish such programs in an additional nine (9) counties.
(b) The department shall select the nine (9) new counties in accordance with the criteria for selection of counties to volunteer to participate in the pilot program adopted as a part of the original program established by the provisions of Chapter 348 of the Public Acts of 1997. Such grants shall be approved no later than August 1, 1998.
(c) Each county selected for a grant shall report to the Department of Education on the program and whether or not it recommends expanding, continuing or terminating the program. Such report shall evaluate the program based on a comparison of schools in the county which use the program with schools which do not use the program. The department shall forward copies of such reports to the education committees of the House of Representatives and the Senate.
SECTION 2. The provisions of this act shall take effect on becoming a law, the public welfare requiring it.
