Our Mission

The mission of the Office of Strategic Planning (OSP) is to assist the Tennessee Department of Safety’s management team with planning, research, and policy initiatives to advance departmental goals of enhancing public safety and to provide the highest level of customer service to the citizens of Tennessee.

The OSP is primarily responsible for developing a strategic plan annually that outlines short and long term goals and objectives for the department. The OSP staff works with the Commissioner’s office, Directors, and Managers to create performance standards and measures that are used as tools to develop and advance their program initiatives. In addition to preparing the annual strategic plan, the OSP assists the Director of Fiscal Services and his staff with preparing an annual budget for the department.

What We Do

  • Assists management in developing performance standards and measures to gauge performance and gain efficiency within their division.
  • Provides quarterly Performance Based Budgeting reports to the Executive Leadership team.
  • Serves as consultants and facilitators for various management initiatives including feasibility studies, Internet applications, and customer service plans.
  • Assists management in planning, decision-making, and policy formulation.
  • Prepares reports for both public and/or departmental use (external stakeholders).
  • Creates and develops surveys for the Department of Safety.
  • Responsible for conducting the annual Physical Inventory for the department. Tracks change of location and surplus of taggable equipment across the state.
  • Development and delivery of training for the department. Works in conjunction with the Employee Training Council to oversee the departmental Training Plan.
  • Director serves as the Title VI Compliance Officer for the Department of Safety. Completes the annual Title VI Compliance Report, and ensures that any Title VI claims are properly investigated.
  • Director serves as the Records Management Officer for the Department of Safety. Assists divisions in development of Records Disposition Authorization forms, which dictate the retention period for various records kept in the department.
