BASIC EUC08 INFORMATION

Facts about BASIC EUC08

Legislation has been enacted that will provide additional Emergency Unemployment Compensation benefits to unemployed workers that exhaust state benefits.  The legislation is effective with weekending November 29, 2008.  The State Agency mailed BASIC EUC08 applications to individuals on November 28, 2008.  We are also re-mailing applications returned to us with a new forwarding address.  Those are being mailed when we receive the return mail.  Please allow time for them to be delivered to you.  If you moved from the address where you last received unemployment checks and did not give a forwarding address to the Post Office and did not change your address with the Agency, you will need to complete an application.

If you are currently receiving

Tennessee Unemployment Compensation (TUC) benefits

or are currently receiving EUC08 benefits

you do not need to do anything.

You do not need a BASIC EUC08 application

and should not complete the form.

You will receive a re-determination of your BASIC EUC08 benefits.  If you have not received a re-determination showing the extended EUC money you are entitled to within 10 days of your last unemployment compensation check, please complete the application form and mail it.  Please do not telephone the Agency as our staff must use this time to mail and process your applications.  We will provide a telephone contact number after the applications have been processed and the monetary entitlement notices have been mailed.

Certifications

Remember to begin your certifications for weekly benefits once you receive your monetary entitlement notice.  Your first week will be 11/29/08 and you may certify for that week on Tuesday, Wednesday or Thursday after you receive your notice.  You should call TIPS before 4 p.m.  Then the next day you may call in weekending 12/06/08.  Do not call on Sunday or Monday of any week.

TRA (Trade Readjustment Allowances)

If you are currently receiving Trade Readjustment Allowances (TRA), these benefits will be suspended and you will be paid EUC benefits.  If you have mailed or turned in your TRA pay order card or a school has mailed in your weekly training certification, we will use those weekly benefit certifications to process your BASIC EUC08 claim for weekending 11/29/08.  Then you will start certifying with weekending 12/06/08 using TIPS and for each BASIC EUC08 week after that until exhausted.

If you have previously received EUC08 benefits, your TRA balance was reduced by the EUC08 entitlement. The additional BASIC EUC08 benefits will also reduce your TRA balance.  You will receive a written notice concerning your TRA entitlement when EUC is exhausted.

To be entitled to BASIC EUC08, you must have exhausted all entitlement to any Tennessee Unemployment Compensation with respect to a claim that the benefit year ending (BYE) date is on or after 05/05/07.  Also you must have a qualifying separation or separations if more than one employer, from your most recent or current employment.  If you are working part-time because the employer does not have full-time work for you and you are earning in gross wages less than your previous TUC weekly benefit amount, you may file for partial BASIC EUC08 benefits.  If you quit your work or get discharged from part-time or any other employment you may not qualify for BASIC EUC08 benefits.
