Karla Davis named new head of TDLWD

The Department of Labor & Workforce Development is pleased to welcome Karla Davis, appointed Commissioner for the department by Governor Haslam in January.

Commissioner Davis said she is honored to accept this appointment and knows we can work together to attain Governor Haslam’s aim to make Tennessee the number one state in the Southeast for high-quality jobs. She supports the governor’s goal to include – in addition to education reform and embracing a healthy lifestyle – retraining those out of work and underemployed.

Before coming with the TDLWD, Commissioner Davis worked in Memphis four years with Urban Strategies Memphis HOPE – a non-profit organization that provides case management services to public housing families under the HUD HOPE VI Grant Program. That program gives grants to redevelop public housing to eliminate concentrated pockets of poverty by razing public housing developments and replacing with mixed income communities.

“Workforce development, job skills and training, and Adult Education are near and dear to me, particularly with respect to my experience in Memphis working with public housing families, many of whom have no work experience, but desperately want jobs,” Davis recently said at a meeting of the State Workforce Development Board earlier this month.

Commissioner Davis was born and was raised in Chicago. She has a bachelor’s degree in bioengineering from the University of Illinois at Chicago and is married to Terence Davis of Memphis.

New TNPAWS Access Codes assigned
The Tennessee Premium and Wage Reporting System (TNPAWS) is an Internet method of filing the quarterly Premium and Wage Reports. The TNPAWS Web site located at https://tdlwd.tn.gov/tnpaws is available for use by any employer with an active employer account number. In order to use TNPAWS, employers must have the department-issued Access Code. The Access Code appears on either the pre-printed 1st quarter 2011 Premium Report (LB-0456) or the notice reminding previous TNPAWS users to file by the due date. Access Codes change in the first quarter of each year, so please retain your 2011 access code for future filing ease.

The first quarter is the best time to begin using TNPAWS because the employee information you report is saved and displayed in the following quarters. Returning users only need to add and/or delete employees and enter the current quarter wages to complete the report. TNPAWS calculates the total, excess, and taxable wages of each employee before determining the premium due for the quarter.

A confirmation number is assigned to each completed report to notify users that the information was successfully transmitted. If premiums are due, a payment coupon is displayed. Simply print and return the payment coupon with your check to complete the filing process.

Employer rates unchanged
Tennessee is one of only four states whose “rate year” begins on July 1 and ends the following June 30th.  Tennessee premium rates will only change on January 1st in those years when there is a change in the Premium Rate Table as determined by the balance of the Unemployment Compensation Trust Fund.

Since January 1, 2009, Premium Rate Table 1 has remained in effect. Premium Rate Table 1 is used when the balance of the Trust Fund is under $450 million. Employer premium rates for the 1st and 2nd quarters of 2011 will remain unchanged from rates used in the 3rd and 4th quarters of 2010.
 
Reminder: Tennessee’s taxable wage base is $9,000
Effective January 1, 2009, the taxable wage base in Tennessee increased from $7,000 to $9,000. Tennessee employers are responsible for paying unemployment insurance premiums on the first $9,000.00 paid to each covered employee in a calendar year. Please be certain your taxable wage calculation is correct so as to avoid the necessity of correcting your quarterly Premium and Wage Reports.

Does your company give your customers a lagniappe? It’s pronounced “lan-yap” and is a small gift given to a customer by a merchant at the time of purchase (such as a 13th donut when buying a dozen) or “something given or obtained gratuitously or by way of good fortune.” The word is chiefly used in the Gulf Coast of the United States, especially Louisiana.[1] The word entered English from Louisiana French, in turn derived from the American Spanish phrase la napa (something that is added). The term has been traced back to the Quechua word yapay (to increase; to add).[2]

Examples of a lagniappe might be items such pencils, ink pens, rulers, magnets, note pads, calendars, and small gadgets. A lagniappe might also be a lollipop that is given to the customer’s child at a bank or a mint that the customer receives when paying his restaurant tab. If the item has a company logo on it, it serves two purposes. One is a way to advertise their business and plant a seed of remembrance, and the other is just a simple way to say “thank you” for your business.
