Permit By Rule


Planned to be implemented in 2017, Permit-by-Rule is a new, faster, and less expensive method of permitting from the TN Division of Air Pollution Control (APC). The Permit-by-Rule program will apply for “minor” sources of air emissions for specific source categories. The Permit-by-Rule program is initially being developed for gasoline dispensing facilities (GDFs) and reciprocating internal combustion engines (RICE). Additional categories of sources will be added to the Permit-by-Rule program in the future.


During the period of transition between the current permitting method and introduction of Permit-by-Rule, APC has initiated a Permit-by-Rule Transition Program. The Permit-by-Rule Transition Program is for facilities that have constructed and/or operated gasoline dispensing facilities (GDFs) and stationary emergency engines that area subject to federal air quality standards  without first having received an air quality permit.
