In accordance with § 33-1-309 of the Tennessee Code Annotated a Public Meeting will be held to receive comments on the below changes to Chapters 19 and 21 of the Department of Intellectual and Developmental Disabilities Provider Manual. This Public Meeting will be held on August 11, 2009 from 9am to 12pm. This Public Meeting will be held in the Large Conference Room on the Ground Floor of One Cannon Drive, Clover Bottom Developmental Center Campus, One Cannon Drive, Nashville, Tennessee 37214.


As a result of changing requirements from the Centers for Medicare and Medicaid Services (CMS), states are required to establish performance measures that will be utilized to determine compliance with these requirements. These requirements relate to six assurance areas.

In Tennessee, TennCare and DIDD have worked to develop survey tools and processes that will be utilized to review a sample of waiver participants from each of the three home- and community-based waivers (Self-Determination, Statewide, Arlington) and determine compliance with performance measures in three of the six assurance areas:

The HCBS Waiver Individual Review tool is being utilized by regional Quality Assurance staff to conduct these reviews throughout each waiver program year. These review tools are being utilized for review of all applicable waivers: Self-Determination, Statewide and Arlington.

Following the reviews, notification of survey findings resulting from the reviews will be provided in accordance with the remediation notification processes and timelines outlined in the approved waiver.

In addition to the reviews for individual waiver participant services and supports, providers of services will also be reviewed for compliance with performance measures in the Qualified Provider assurance area. These performance measures include review of licensure status, background and registry checks, provider qualifications and provision of required training. The HCBS Waiver Qualified Provider Review tool will be used by regional Quality Assurance staff to conduct these reviews throughout each waiver program year. These review tools are being utilized for review of all applicable waivers: Self-Determination, Statewide and Arlington.
